- The National Institute of Standards and Technology/ Acquisition Management Division, (NIST/AMD) on behalf of the Information Access Division, intends to negotiate on a sole source basis with Booz Allen Hamilton of McLean, VA, to continue project software engineering and support services for the completion of NISTIR-7839 and NIST SP-500-289 publications by the FBI within the required timeline of April 2013. This requirement will be fulfilled using simplified acquisition procedures under the authority of FAR Parts 12 and 13. Over the course of a 40+years continuing FBI-NIST research collaboration, the FBI has provided specific external resources to NIST in support of their collaboration. For this project, the FBI has provided a specific research and development engineering resource provided by Booz Allen Hamilton, Inc. This support has been critical in support of the FBI-NIST collaboration performed at NIST in biometric image processing, image resampling and transcoding, biometric image template testing and analytics. These research areas require specialized knowledge that have been utilized in developing and implementing algorithms for biometric image filtering strategies, biometric image match testing, and processing and statically qualifying biometric image match scores for the purpose of evaluating multiple fingerprint-matching methodologies. The testing and analysis follows with documentation and publications, and, in this case, completion of NIST Interagency Report (NISTIR-7839) and NIST Special Publication (NIST SP-500-289). One goal is to develop a certification path for 1000ppi fingerprint imagery. The support described above involves, in part, implementing project "test case" scenarios. Four test case scenarios are outstanding and must be implemented to continue the support in developing a certification path for 1000ppi fingerprint imagery. To date, the test case support has been provided solely by Booz-Allen-Hamilton and located at the NIST site by a contract between the FBI and Booz-Allen-Hamilton. Four remaining test cases need to be completed in order to finish all test-case scenarios and follow up with data analysis, results documentation, and pending NISTIR-7839 and NIST SP-500-289 publications. The target deadline for publication of the NISTIR-7839 and NIST SP-500-289 is April 2013. Due to budget constraints, the FBI is not exercising the final option year of their Booz-Allen-Hamilton contract. This unexpected and unanticipated decision to not exercise the next option year in the FBI-Booz-Allen-Hamilton contract has adversely and critically impacted NIST's ability to complete the tasks and publication for this project before April 2013. The required work will continue the support provided by Booz-Allen-Hamilton until April 2013. The impending delay or incompletion of the NISTIR and NIST SP will cause the project work to fall unacceptably behind and the April 2013 target date for presentation to the FBI's Identification Services Coordination Group (ISCG) for the Electronic Biometric Transmission Specification (EBTS) as part of the FBI Biometric Specifications (BioSpecs) will not be met. NIST requires a sole source with Booz Allen Hamilton Inc. in order to complete follow-on work in the research areas described above, and complete the tasks whereas Booz Allen's experience and capability is proven. A sole source award is appropriate for the following reasons: (1) Completion of the final four test cases is follow-on work to that previously completed by Booz Allen under the FBI contract; (2) It is vitally important that the testing methodology and analysis process remain consistent to ensure consistent results and evaluations without introducing new variables. Introduction of an alternate resource may introduce a variation whereas consistency with completed work is compromised; (3) The acquired intellectual property gained from working within the project up to this point is necessary to avoid project delay; (4) Booz Allen Hamilton Inc. has provided this experience, the skill sets, and has the acquired the intellectual property necessary to immediately continue, maintain consistency, and complete the tasks within the timeline remaining for this project. The North American Industry Classification System (NAICS) code for this acquisition is 541519, and the size standard is $25.0M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by September 11, 2012, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
