- Red River Army Depot (RRAD) has a requirement to provide professional, administrative, or technical services in support of the various tasks required to conduct an installation wide Asbestos Containing Material (ACM) Survey of approximately 223 buildings at RRAD, Texarkana, TX. Only one award will result from this solicitation. All work shall be performed in accordance with federal and state regulations and meet all requirements of the Asbestos Hazard Emergency Response Act (AHERA) for performing asbestos surveys. The work shall be performed by a trained/ accredited Asbestos Inspector and a Management Planner or an Individual Asbestos Consultant. The firms personnel will have all of the required certifications at the beginning of the contract and maintain the required certifications throughout the length of the contract. The successful firm shall develop and maintain an effective asbestos management plan. The survey will identify, catalog, and document the type, location, and condition of ACM which are present; this will include a determination of friable or non friable for all asbestos containing materials identified. Each report shall include photographs and global positioning system (GPS) coordinates for all sampling points and sketches with arrows indicating location and direction of photographs, building summaries, and quantity of asbestos containing material. The actual solicitation, W911RQ-12-R-0045, will be available for download from the RRAD procurement web site on or about 05 September 2012 at https://redriver.army.mil/contract.htm.
