Description
The USDA, ARS, SPARC, APMRU, College Station, Texas intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) with Olympus America, Inc., 3500 Corporate Parkway, Center Valley, PA 18034 for a Olympus BX53 microscope and associated peripherals. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - Only one responsible source and no other supplies or services will satisfy the agency's requirement. The Olympus BX53 microscope is the only microscope currently on the market that is fully compatible with existing Olympus model AX70 microscope system currently in use. Compatibility is related to but not limited to, RMS (Royal Microscopy Society) international standard objectives, condensers, eyepieces, stage clips, camera mounts, stages, lamp houses, trinocular observation head DIC top lens DIC inserts and DIC analyzer. No other microscope can interchange to this extent with existing equipment. This will substantially help to eliminate down time and increase throughout and noted parts above could be used as a backup for the BX53. To our knowledge, there is no other system commercially available that can meet these specifications. Specifications for a new compound light microscope: 1. Compound light microscope with 12V/100W halogen illumination for balanced illumination for brightfield and contrast observation methods. 2. Motorized 8-position condenser and objective nosepiece are integrated with software that automatically changes contrast for DIC prisms or phase contrast annuli when the magnification changes. 3. Forward-mounted controls 4. Ceramic-coated stage with left-hand or right-hand low drive control, rotating mechanism and torque adjustment mechanism 5. 10X, 20X, 40X, and 60X (oil) objective lenses that compensate for both spherical and chromatic aberrations, from UV to the near infrared region. Must ensure the acquisition of sharp, clear images, without color shift, even in brightfield observation. 6. Right and left hand coarse and fine focusing control knobs for BOTH left and right hand operation 7. A fine focus knob that can easily be moved to either the left or right side 8. Infinity corrected system thread design that is 100% objective lens compensation correction that prevents the necessity of adding a compensation lens when adding other components. 9. "Y" frame configuration extending to the back of the frame that increasing the microscope's stability during normal usage, fluorescence, and microphotography. 10. Specimen stage that rotates 250 degrees that is rackless 11. Specimen state that has a user- adjustable torque that is continuously variable and not via a mechanical ratchet system 12. A tilting trinocular observation tube with a light path selection handle that can be installed on either the left or right hand side 13. A trinocular observation tube that splits the light for: 50:50, 100:0 or 0:100 and can go from 100% to the eyes and then 100% to the camera. 14. A fluorescence illuminator with a lens array element that improves the evenness of fluorescence illumination to the very edge of the field and ease of burner centration which is critical for fluorescence imaging 15. Fluorescence illuminator that holds up to 8 different filter cubes on a revolving turret. 16. Color digital (CCD) camera that is cooled color with 17.28MP (million pixel) capability, adapter and mount 17. Color digital camera with a moveable spot metering and changeable from 30%, 1.0% and 0.1% 18. Color camera with moveable spot metering that is a 14 bit camera producing 42 bit RGB color depth tor record very subtle color intensities and gradations. 19. Color camera with 2.1 million pixel cooled CCD with a Bayer color filter. 20. Color camera that enables pixel-shifting with ultra-high resolution of 4800 x 3600 pixels 21. Super LF mode that utilizes a special algorithm (different from the auto-exposure algorithm used for bright field observation) that automatically sets the correct exposure time. 22. The combination of a Peltier cooled CCD and the one touch background correction function enables acquisition of low noise fluorescence images. 23. An ultra-fast full resolution (1600 x 1200) frame rate of up to 15 frames per second. 24. Acquired images sent automatically to the image management interface which is user defined as to its location. 25. A 7 channel image merging function where fluorescence, phase, or DIC image combinations can be merged into one multi colored image. 26. Fully compatible with the existing Olympus model AX70 microscope and digital imaging. 27. Objective lenses a. 10X plan S-APO lens, NA 0.4, WD 3.1mm b. 20X plan S-APO lens, NA 0.75, WD 0.65mm c. 40X plan S-APO lens, NA 0.95, WD 0.18mm d. 60X plan S-APO oil lens, NA 1.35, WD 0.15mm 28. Two 10X eyepieces with photo composition and a scale in one of them 29. DIC, Nomarski prisms for 10, 20, and 40X objects each with NA 0.9 30. 8 position nose piece (turret) 31. Left release slide holder, double slide thick 32. Universal condenser with 8 positions 33. Condenser lens, NA 0.90 34. Magnification changer of 1, 1.25, 1.6 and 2X 35. 24 inch widescreen flat panel monitor 36. Fluorescence illuminators filter cubes and filters for an 8-position illuminator turret including: UV, blue, and green narrow BP 37. Dust cover 38. Imaging software that performs image capture, display, and analysis of biological images with toolbars and easily personalized desktop, and fully customizable interface and broad range analysis tools from basic point-to-point measurements to phase analysis, to advanced morphometry analysis and multi-parameter classification, the ability to store and retrieve collected image, measurement and annotation information 39. Computer: 3GHZ, 250 GB HD, 12GB ram 1GB VID that is compatible with the microscope and imaging software 40. Database functionality for use locally or across networks The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact above not later than 3:00pm CST on September 11, 2012. Such capabilities/qualifications will be evaluated soley for determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is soley within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFQ will be issued based upon this Notice of Intent.
