Description
The Federal Bureau of Prisons has a current and future requirement for Natural Gas Utility services for the proper operation of the facility at the Federal Correctional Institutional Gilmer, Glenville, WV. The requirement is for natural gas utility service (i.e., production, transportation, distribution, metering, etc.) in accordance with 40 USC § 501(b)(1)(B) with an estimated amount of $446,000 and no funds are available for construction. The Mountaineer Gas Company currently provides natural gas services on a daily basis. The government contemplates awarding an order to establish documentary evidence of a government obligation for services provided by a public utility under the provision of 31 USC § 1501(a)(8) to the sole provider of natural gas service in the Glenville, WV service area in accordance with 41 USC § 253(c)(1) as implemented by Federal Acquisition Regulation Part 6.302-1. This sources sought notice is an essential step in determining market interest and feasibility in accordance with FAR Part 10. The primary purpose of conducting market research is to determine local capabilities of a potential source for this requirement. This is a government survey of the market place to determine if any other interested party can offer natural gas services in this area. If the government becomes aware of a vendor capable and interested in performing these services, the government will consider the vendor for future award if the vendor is deemed to be a responsible and competent source. All information submitted in response to this announcement is voluntary, the government will not pay for information requested nor will it compensate a respondent for any cost incurred in developing information provided to the government. This notice does not constitute a commitment by the government. The North American Industrial Classification System (NAICS) code for natural gas service is 221210. The business size standard is a firm is small if, including its affiliates, it is primarily engaged in the generation, transmission, and/or distribution of natural gas for sale and its total number of employees is less than 500. Any and all future information relating to this requirement will be distributed solely through the General Services Administration's Federal Business Opportunities website http://www.fbo.gov/. The site provides downloading instructions. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information regarding this acquisition. Faith-Based and Community-Based Organizations have the right to submit offers/quotes equally with other organizations for contracts for which they are eligible. All interested parties that believe they can meet this requirement shall submit responses in writing to the contracting officer no later than September 7, 2012 at 2:00 PM eastern time. All interested parties shall mail their response in the form of a hard copy to the contracting office address and to the primary point of contact listed. All interested parties shall also submit capability statements and evidence of state and local authority to provide public utilities (i.e. natural gas). All interested parties/vendors/contractors doing business with the Federal government must be registered in the new System for Award Management (SAM) database. SAM is a free web-site which consolidates Federal procurement systems. Currently CCR, FedReg, ORCA, and EPLS have been migrated into SAM.
