- BACKGROUND: Electronic equipment received by DLA Disposition Services may be damaged or outdated and therefore no longer viable for its original intended purpose. These items must not be reused or sold intact. The electronic equipment must be rendered otherwise unrecoverable for its originally intended purpose through demanufacturing (deman) and demilitarization (demil). The demilitarization is to be done in accordance with DoD 4160.28-M ( Defense Demilitarization: Program Administration ) ( https://www.dispositionservices.dla.mil/publications/index.shtml ). Demanufacturing of this equipment is intended to assure recoverable/reusable/recyclable elements of this equipment are recovered for reuse, recycling or disposed of in an environmentally compliant manner wherein National Security interests are protected. H azardous materials are to be removed from the equipment, when possible, recycling for the material content or be disposed of in accordance with Federal, DoD and State/local regulations. DLA Disposition Services receives surplus Personal Property from Department of Defense activities for: •1. (R) - Redistribution to other DoD activities •2. (T) - Transfer to other Federal Agencies •3. (D) - Donation to authorized Donees •4. (S) - Sale to the public as required by the Federal Property Management Regulations (FPMR) to include recycling for material content •5. Where unavoidable, ultimate disposal Executive Order (E.O) 13423 of 24 January 2007 consolidated prior E.O.s regarding Electronics Stewardship, setting goals in several sustainable areas including electronics stewardship equal to or more stringent than earlier E.O.s. "Section 2 (h) Goals for Agencies directs the use of environmentally sound practices with respect to disposition of agency electronic equipment that has reached the end of its useful life. And to ensure that all non-usable electronic products are reused, donated, sold, or recycled using environmentally sound management practices at end of life." Electronic equipment that fail the Reutilization, Transfer, Donation, Sales (RTD/S) cycle is subject to this contract. PURPOSE: The purpose of this solicitation is to award a service disposal contract to properly execute and manage the disposition of surplus U.S Government electronic equipment that have failed the DLA Disposition Services Reutilization, Transfer, Donation, Sale (RTDS) process. Management activities include the following: Transportation to, as applicable, and receipt of electronic equipment at the contractor's or subcontractor's processing facility in accordance with U.S. and State Departments of transportation; Compliant management and disposal of hazardous substances, materials and wastes removed from electronic equipment and components during the de-manufacturing process in accordance with Resource Conservation and Recovery Act (RCRA), Toxic Substance Control Act (TSCA) and State regulations; Complete demanufacturing of all demil-required electronic equipment at a single location in accordance with DoD 4160.28-M (Defense Demilitarization Manual); and Complete, proper and compliant disposition to include recycling or disposal of processed property that the contractor takes title to after demanufacturing and/or demilitarization. The contractor shall process the subject electronic property into four categories: •1. Clean, sorted metals and non-metals suitable for subsequent commercial recycling. •2. Solid waste suitable for recycling, reclamation or disposal in an environmentally compliant manner (by the contractor). •3. Hazardous wastes to be disposed of by the contractor at a Resource Conservation and Recovery Act (RCRA), or Toxic Substance Control Act (TSCA) or State permitted commercial Treatment, Storage, Disposal, Recycle Facility (TSDRF). •4. Ozone depleting substances regulated under the Clean Air Act Amendments of 1990 Section 608. The process is to assure the subject electronic equipment is disposed of wherein National Security interests are protected and in an environmentally-compliant manner. The solicitation is anticipated to be issued in the October-November 2012 timeframe with proposals due approximately 30 days later. The solicitation will be available for download in the Federal Business Opportunities website at https://www.fbo.gov. The solicitation will result in one Firm-Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract The contract will have an 18-month base period with the Government's unilateral right to exercise two 18-month option periods.
