- NUMBER: PR: 0040057568 POSTED DATE: 08/29/2012 SUBJECT:River Surveyor M9 ADP System w/ Bluetooth This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than Friday September 3, 2012 by sending an e-mail to almeda_gaddis@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY:YSI/SonTek DUNS: 796170918 FOR :River Surveyor M9 ADP System w/ Bluetooth ON:09/03/2012 NAICS:334513Water quality monitoring and control systems manufacturing AUTHORITY:8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source FAR 6.302-2 Unusual and compelling urgency. Determinations not to compete this proposed procurement were made because: The SonTek M9 ADP with integrated RTK GPS is requested in order to maintain consistency and compatibility with existing WRB equipment and software. This will allow for equipment interchangeability, user familiarity, logistical simplification, and data consistency. The WRB currently owns a SonTek M9 ADP and four M9 specific deployment platforms including; a SonTek Hydroboard, a Riverboat Trimaran, a customized inflatable raft, and a customized fixed boat mount. Maintaining compatibility of the M9 and existing deployment platforms will allow for strategic placement of platforms at Refuges across Alaska where WRB field work is occurring. Maintaining consistency will also allow for interchangeability of M9 peripheral equipment including cables, battery packs, and communication devices. This uniformity and interchangeability with the SonTek M9 goes beyond the WRB, the M9 is also being used by NPS, USGS, BLM, and ADF&G in Alaska. The NPS is a partner on WRB projects where the M9 ADP, deployment platforms, support equipment, and data files are regularly shared. Maintaining consistency will also preclude the need for additional training. WRB personnel have already received SonTek specific training in M9 operation, software application, and data processing and have three field seasons of experience making stream discharge measurements using the M9.
