Description

The Department of Veteran Affairs, Palo Alto, California, has a requirement to purchase a Milli-Q Direct 8 by Millipore Corporation. The solicitation is a BRAND NAME OR EQUAL, and an Equal will be considered. The resulting purchase will be a Firm-Fixed Price Agreement. Interested parties responding to this RFQ shall provide a written response by e-mail by the due date indicated on the Solicitation. Only written responses received by the due date will be accepted. This document is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested, and a written solicitation will not be issued The proposed contract action is for supplies or services for which the Government intends to solicit competitive offers. FAR 52.211-6 Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) To the maximum extent practicable, offerors are encouraged to respond to this solicitation using pre-existing materials (such as brochures, catalogs, marketing documents) rather than creating new documents. (e) Offerors shall annotate the salient characteristics listed above to indicate the location of the relevant information used to meet the specification (document name and page number). (f) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) Salient Characteristics: Offerors will be evaluated to the extent they can provide the items (or equal) listed in the price schedule in Section B. The Government will award to the lowest priced, responsible, technically acceptable offeror. The device must have the following characteristics equal to the Milli-Q, with the following features: "Devise must be a water purification system used in a Biochemical, Protein and Molecular Biological Research Laboratory "Device(s) must be compatible with biological and chemical samples "Device must be capable of generating both pure (type 3) and ultrapure (type 1) water "Device must be capable of generating pure and ultrapure water directly from tap water "Ultrapure (type 1) water must meet the following quality parameters: 1) Resistivity: 18.2 M?.cm at 25 °C; 2) TOC: ? 5 ppb (?g/l); 3) Bacteria: < 0.1 cfu/ml; 4) Pyrogens (endotoxins): < 0.001 EU/ml (pyrogen-free); 5) RNases: 0.01 ng/ml (RNase-free); 6) DNases: 4 pg/?l (DNase-free) "Delivery of Ultrapure (type 1) water must meet the following quality parameters: 1) Manual dispense flow rate: adjustable between 50 and 2000 ml/min; 2) Volumetric dispense accuracy: 3% for volumes between 250 ml and 60 L; 3) Volumetric dispense dispersion: CV < 3% for volumes between 250 ml and 60 L "Pure (type 3) water must meet the following quality parameters: 1) Ions rejection: 97 to 98% with new RO cartridge; 2) Organics rejection: > 99 % for MW > 200 Dalton; 3) Particulates & bacteria rejection: > 99% "Delivery of Pure (type 3) water must meet the following quality parameters: 1) Production flow rate: 8 L/hour; 2) Delivery flow rate from tap: up to 2.5 L/min "Device must work with available 100-230V electrical receptacle "The device must have an alarm system. The operation of the system should be monitored to ensure it operates within specifications Reports on the system's water quality and history should be easily accessible, i.e., the device must have all software and data stored for display "The device should have a wall mounting option for installing the device on the wall or under the bench "The device should have low flow function to precisely adjust the meniscus in volumetric flasks "The device must have volumetric function that allows automatically delivering the water volume and a dispensing arm that fits the height and shape of all laboratory glassware "The device must have a footswitch for delivering water hands-free FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor shall be used to evaluate offers: 1.Meeting the salient characteristics listed above. The Government will award to the lowest price, technically acceptable offeror. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
