Description
This solicitation is amended to clarify the format to use for the final report and to change the Contracting Officer?s Representative contact information. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation THIS IS SET ASIDE 100% TO SMALL BUSINESSES (NAICS ? 541712; Size Standards 500 employees) ?Provide up-to-date Shipping and Storage Cask Data for Commercial Used Nuclear Fuel in the U.S.? The Department of Energy, Idaho Operations Office (DOE-ID), is requesting a competitive Firm Fixed Price contract quote to award the following procurement: ?Provide up-to-date Shipping and Storage Cask Data for Commercial Used Nuclear Fuel in the U.S.? The purpose of this solicitation is to provide the DOE Office of Used Nuclear Fuel Disposition (UFD) with up-to-date data on existing U.S. Shipping and Storage Casks for Commercial Used Nuclear Fuel. The period of performance is October 1, 2012 through September 30, 2013. The quote is to include: 1.Name and address; DUNS; TIN; Point of Contact, email and phone number; 2.Information as required on the attached Quote Preparation Instructions sheet. Please confirm receipt of this email and that you will respond to this request. Please send this confirmation, as well as your quote by email to Ray Thomas at thomasrf@id.doe.gov by no later than September 6, 2012 at 3:00 p.m. Mountain Time. The Statement of Work and Evaluation Criteria is attached. Statement of Work Provide up-to-date Shipping and Storage Cask Data for Commercial Used Nuclear Fuel in the U.S. 1Introduction The purpose of this solicitation is to provide the DOE Office of Used Nuclear Fuel Disposition (UFD) with up-to-date data on existing U.S. Shipping and Storage Casks for Commercial Used Nuclear Fuel. 2Background DOE is looking to create a document which compiles data on casks used for the storage and/or transport of commercially generated spent fuel in the U.S. A similar report has been created previously; however, it will not be distributed with this request. If you would like to view the document, it is titled ?Shipping and Storage Cask Data: For Commercial Spent Nuclear Fuel? and was published March 2005 by JAI Corporation (JAI-582). This document is available for purchase from Ed Johnson, 703-385-6931, erj@jaicorp.com 3Scope of Work This task requires delivery to DOE a report containing an accurate up-to-date compilation of data regarding Used Nuclear Fuel Shipping and Storage Casks (Canistered Storage/Transport Systems; Storage Only Casks; Dual-Purpose Casks; and Transport Casks). Attributes shall include, but are not limited to: canister designation; canister type; supplier; assembly capacity; materials; dimensions; and licensing status. Other existing published information (e.g., NRC) should also be used as necessary to meet this requirement. Existing Cask Vendors and Licensed Nuclear Utilities/Licensed Independent Spent Fuel Storage Installations (ISFSI) should also be contacted, as required, to receive permission to publish and ensure accuracy of information. All data presented in the report must have their sources identified. The data in the report must be presented in a portrait format, in a style similar to that in the document referenced above (JAI-582) or another format proposed by the offerer. 4Task Deliverables Task deliverables consist of a draft and final report containing the data and information specified above. Delivery of this report shall be as specified in this SOW. The contractor shall deliver a draft report to DOE for review six (6) weeks prior to the submission of the final report. DOE will review and provide comment back to the contractor within two (2) weeks of submission of the draft report. The final deliverable, incorporating DOE comments, is due on or before August 12, 2013. The draft and final report shall not be copyrighted by the contractor without DOE approval. DOE will have unlimited rights to the data generated under this contract. Unless specifically stated otherwise, deliverables shall be submitted electronically (unprotected) to DOE-ID to the email addresses specified by the Contracting Officer?s Representative (COR). The contractor shall also provide five (5) printed and bound (three ring binder, coil, comb, strip, or book) color copies of the fin al report to an address identified by the COR. DOE reserves the right to request that a copy be provided on electronic media (CD or DVD) to an address identified by the COR. The Contractor will also prepare quarterly Status Reports to document the progress being made. These will be submitted to the COR and Technical Point of Contact (POC) by the second Wednesday of each new quarter, reporting progress on the previous quarter. The Status Reports need not be longer than 2 to 3 pages, but of sufficient detail to enable DOE staff to adequately assess progress or concerns. The Status Reports must include an overview of work performed the previous quarter and a discussion of any problems encountered on the project. 5Quality of Deliverables All deliverables are expected to meet all the requirements and written guidance furnished by the award and the COR. All deliverables should be spell-checked, grammatically correct, in a professional looking format, and without any corporate tags (e.g., headers, footers, stationery, etc.) or data restrictions. Deliverables must be furnished using the Microsoft Office 2003 or newer suite (e.g., Word, Excel). 6Travel/Work Location All efforts are anticipated to be performed at the contractor?s location. No travel is anticipated to support this Statement of Work. 7Project Meetings A kick off meeting will be held via teleconference approximately one week after award. Quarterly progress meetings shall be held near the start of each new quarter and a final progress meeting will be held to discuss DOE?s comments on the draft report. These meetings will be by teleconference/videoconference. 8Required Skills/Expertise In order to achieve a successful completion of the Statement of Work, the contractor is required to be knowledgeable in the area of U.S. Shipping and Storage Casks for Commercial Used Nuclear Fuel. 9Period of Performance The period of performance is from October 1, 2012 through September 30, 2013. 10Contract Type Firm Fixed Price Contract 11Security Considerations This Statement of Work requires no security considerations. 12Environmental, Safety and Health Considerations This Statement of Work consists of support to collect and organize an accurate up-to-date compilation of data regarding Used Nuclear Fuel Shipping and Storage Casks. These efforts only include support with various documents and meetings. Because of this, there are no Environmental, Safety and Health Considerations. 13Point of Contact/Contracting Officer?s Representative (COR) The COR for this work is Kenny Osborne and the Technical POC is Ned Larson. Quote Preparation Instructions The quote must not exceed 10 pages, including cover page, table of contents, text and any other charts, graphs or pictorial presentations, when printed using standard 8.5? X 11? paper, with 1? margins (top, bottom, left and right). Font size must not be smaller than 11 point. Resumes of key personnel, as well as price quote information, are not included in the 10 page limit. If the Contracting Officer determines that the number of quotes that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the DOE may limit the number of quotes in the competitive range to the greatest number that will permit an efficient competition among the most highly rated quotes. The quote must include evaluation criteria discussion. The quote will be formatted/organized to clearly identify and address each of the criteria so that reviewers will be able to evaluate the quote in accordance with the evaluation criteria. Criteria 1: Company Capabilities Address company capabilities/resources, as these specifically relate to accomplishing the SOW requirements; include any proposed or planned major subcontractors. Specify the project manager and other key personnel proposed to perform this effort, and explain how/why they are qualified to perform, including (but not necessarily limited to): A.Company and proposed personnel?s ability to manage and effectively perform the project scope specified in the SOW. B.Knowledge of and ability to compile current data regarding existing U.S. Shipping and Storage Casks for Commercial Used Nuclear Fuel. C.Overall project management skills. Criteria 2: Project Approach Detail your proposed approach to accomplish the SOW requirements. Provide specifics as to how you will work to successfully accomplish this effort, including the proposed report format you intend to use, and managing performance and schedule. If subcontractors will accomplish major or critical portions of this work, specify details (who, what, when, how). Specify the labor categories (skill mix) proposed as necessary to accomplish the effort, along with proposed hours, by labor category, and total proposed hours. Specify the rationale/justification for the proposed skill mix/hours. Criteria 3: Past Performance Specify past performance, relevant (same or similar type effort) to the effort contemplated by this SOW. You may identify up to three relevant past company efforts. For each effort identified, provide the following (with a page limit of two pages per job; this page limit is calculated against the overall 10 page limit): A.Title of effort and brief description of effort, including an explanation of how/why it is relevant to the effort contemplated by this SOW. B.Contract number, dollar value, contract type (i.e., pricing arrangement) and period of performance. C.Agency and customer point of contact who can verify your performance, including name, title, address, telephone, email. D.Summary of results, including how well you performed considering price, schedule and performance. You may also address any problems encountered and how these were resolved. The Past Performance section of the quote may also identify past performance information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirements, when such information is relevant to this solicitation?s contemplated work.
