Description
This is a Special Notice of intent to procure services from Dr. Chang Zhang on a sole source basis. The goal of this project is to develop an analytical framework for quantifying risks to coral reefs ecosystems resulting from fishing. The contractor will facilitate development of a framework for quantifying risks to coral reef ecosystems due to fishing, the contractor will (1) identify a suite of management objectives (e.g., sustainability, socioeconomic) and associated attributes (e.g., fishing intensity, social considerations) for each objective, (2) based on available data identify specific indicators that can be used to assess risk (e.g., catch, job stability), and (3) assign risk scores to the each attribute based on the magnitude of the indicator, relative to target and limit reference points (thresholds). The contractor will develop a robust scoring algorithm to ensure tractability of the risk-based methodology, and ecosystem thresholds will be based on biological principles, meta-analyses, and literature reviews. The contractor will be required to assemble a suite of proprietary Korean coral reef research and commercial catch data sets (including length frequency data). The sole source is based on data access rights and use of proprietary software. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately one year from the award date. The NAICS code for this procurement is 541690 with a corresponding size standard of $7.0M. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, other potential sources with the expertise and required capabilities may submit such data which demonstrates the requirements stated above. Submissions are due no later than September 9, 2012 at 12:00 pm HST, Honlulu, HI. Oral communications are not acceptable in response to this notice. All questions must be submitted in writing to Julie.Whitaker@noaa.gov. Submissions received in response to this notice shall be evaluated based on demonstrated technical ability to successfully provide the required services as stated herein.
