- Justification, Other Than Full and Open Competition Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award, as set forth in the Simplified Acquisition Procedures at FAR 13.106-1(b), soliciting from a single source. The Air Force Life Cycle Management Center, Cryptologic Systems Division, Contracting Division (AFLCMC/HNCK), intends to purchase OPNET licenses and technical support from OPNET Technologies, Inc., CAGE: 0XPT9. The proposed acquisition is for items with NAICS Code 511210, Software Publishers, which has a Small Business Size Standard of $25M. The following OPNET licenses and services have been requested: 1. System-In-The-Loop Module License Upgrades, 1 Year License; P/N: SITLM-UY Qty: 2 Each 2. System-In-The-Loop Module Technical Support, 1 Year License; P/N: SITLM-SY Qty: 2 Each 3. System-In-The-Loop Module Loanable License Upgrades, 1 Year License: P/N: SITLM-LL-UY Qty: 2 Each 4. System-In-The-Loop Module Loanable License Technical Support, 1 Year Agreement: P/N: SITLM-LL-SY Qty: 2 Each 5. OPNET Modeler License Upgrades, 1 Year License; P/N: GSA-MD-UY Qty: 2 Each 6. OPNET Modeler Technical Support, 1 Year Agreement; P/N: GSA-MD-SY Qty: 2 Each 7. OPNET Modeler Loanable License Upgrades, 1 Year License; P/N: MD-LL-UY Qty: 2 Each 8. OPNET Modeler Loanable License Technical Support, 1 Year Agreement; P/N: MD-LL-SY Qty: 2 Each 9. Wireless Module License Upgrades, 1 Year License; P/N: GSA-WM-UY Qty: 2 Each 10. Various Reinstatement Fees The AFLCMC/HNCK intends to solicit OPNET Technologies, Inc. through a request for quote (RFQ) and make an award on a sole source basis. OPNET Technologies, Inc. is the only known source who can provide the required items to the Government. The Government intends to make an award in the September 2012 timeframe. Proposals for the required items are NOT being requested through this notice. A justification for other than full and open competition has been approved for this acquisition. If a firm is capable of providing these exact items, please contact the Contracting Officer within seven days of this announcement. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned.
