- The United States Army Corps of Engineers, Engineer Research and Development Center (ERDC) Contracting Office intends to award on a sole source basis under the authority of FAR 13.106 to Elsevier B.V., Radarweg 29, Amsterdam, Noord-Holland, 1043 NX, Netherlands. This procurement is being conducted under Simplified Acquisition Procedures (SAP). The ERDC Information Technology Laboratory (ITL) has a requirement to use Elsevier to purchase perpetual access to their 2012 e-book collections for 2009-2012, which will be available to all authorized ERDC users. Elsevier is the sole publisher and provider of electronic access to their e-book collections. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Robyn.D.Wells@usace.army.mil with solicitation number referenced in subject line no later than 4:00 PM CST on September 6, 2012. Oral communications are not acceptable in response to this notice.
