- This is a pre-solicitation notice for Linearity Kits (for Department of Pathology), Madigan Healthcare System, Tacoma, WA for a base year with two option years to be purchased when needed. These Linearity Kits must be suitable for use on the following analyzers (Ortho Clinical 5600, Beckman Coulter DXI 600, Beckman Coulter Image 800, Beckman Coulter Image 800, and IDS Vitamin D). Solicitation is scheduled to be released on/or about 24 August 2012 via FedBizOpps (www.fbo.gov). In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to System for Award Management (SAM) www.sam.gov. All Offerors must be (SAMS) registered prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, www.sam.gov. This requirement will be issued IAW FAR CLAUSE 52.232-18 "AVAILABILITY OF FUNDS". As stated in the FAR Clause, Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. By submission of a quote, a vendor acknowledges the requirement to be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation. Prior to quoting, it is preferred that vendors complete the Online Representations and Certifications (ORCA), which is in the (SAM) registration including an MPIN number. If you are not ORCA registered, you will need to complete and provide paragraphs (B) through (I) of provision 52.213-3 in the solicitation. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted at the referenced website
