- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract. The Department of Homeland Security, Customs & Border Protection (CBP) intends to award a contract on a sole source basis under statutory authority 41 USC 3304(a)(1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." CBP requires the purchase of Wireless Receiver Systems, Model # DRT1301C+ (Portable Receiving System) and intends to make an award to Digital Receiver Technology, Inc., 20250 Century Blvd, Suite 300, Germantown, MD 20874-1102. The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The solicitation number ­­­­­ HSBP1012Q0144 is issued as a request for quotes (RFQ) unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-60. The associated North American Industrial Classification System (NAICS) is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. Digital Receiver Technology, Inc is the only known source that meets the Government's existing requirements and it has proprietary rights for the distribution of the required items. The Government will consider all capability statements received by the closing date of this notification. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable products for this requirement are provided by Digital Receiver Technology, Inc. Please submit email capability statements (using PDF, MS Word, Excel attachments) to Russell Brehm at russell.brehm@dhs.gov. If no affirmative written response indicating that an available comparable source is received within 12 calendar days of publication of this notice, the Government shall proceed with a sole source award.
