Description
The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) is contemplating a new multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract for a wide range of training tasks and services to support the Warfighter Outside the Contiguous United States (OCONUS) and Continental United States (CONUS) locations. The proposed program is Train, Educate, and CoacH (TEACH). The North American Industry Classification System (NAICS) Class Code is anticipated to be 611430 Professional and Management Development Training with a size standard of $7 million average annual receipts. The Government has posted the draft documentation for the TEACH effort. Please see the "additional documentation" links contained within each modification to this announcement to view the PWS, QASP, PWS Q&A and other relevant documents associated with the TEACH effort. The Government reviewed each paragraph/task area within the PWS and considered the NAICS codes with descriptions that best fit each area. A list of the NAICS codes considered are provided below as best representative of the work description. Based on this analysis, the Government has confirmed the NAICS code selected, 611430 ($7M), represents the preponderance of the work to be performed under the TEACH vehicle. Attached are examples of the data analyzed that display the diversity of services required and estimated dispersion of work as it relates to the TEACH PWS, location(s) of performance, estimated dollar values and estimated periods of performance. While representing current requirements and illustrative of future tasks, industry is cautioned that the specific instances are not necessarily a listing of task orders that will be assumed by TEACH. Rather, the data was used to help the Government shape the small business strategy and is provided to industry to help better understand the potential requirements and methodology used to select the NAICS code. While considering the historical data and anticipated NAICS, the Government seeks industry feedback on how to promote, to the maximum extent practicable, small business prime contractor participation for the TEACH IDIQ contract. A forum will be held in which industry suggestions and recommendations concerning the small business strategy for the TEACH effort can be discussed. Please be prepared to share your recommendations on how to best shape the small business strategy. This is not an all inclusive list; however, here are some topics to consider for this discussion: Industry experience feedback or recommendations on contract reserves. Small business strategies and business model in teaming arrangements and other relationships. Contract experiences with set-asides (such as dollar thresholds) Separate LOT with restricted scope or full scope. This will be a real-time interactive meeting requiring the full participation of the attendees. No meeting minutes or synopsis of events will be provided. The Government request written responses which memorialize the feedback and/or recommendations. Small business attendees may email their written responses prior to the meeting or be prepared to submit papers upon sign in for the meeting. Small business strategy feedback, recommendations or creative solutions shall be documented in 5 pages or less and should be focused on the issue at hand. The Government does not wish to receive capability statements or marketing materials. **********************ALL SMALL BUSINESSES (up to $35.5M) are invited to attend. Please, NO LARGE BUSINESSES. Attendees will be required to sign in and provide personal and company specific information. Please be prepared to state your company's cage code, average annual receipts, DUNS number, number of employees and years in business. Small businesses are encouraged to sign up for interested parties list for small business and teaming facilitation that will be posted on FedBizOpps at a later date. **************************** The industry meeting will be held on Friday, 7 September 2012, at 14:00 EST in the Partnership III (PIII) building, rooms 321 A & B, located at 3039 Technology Parkway, Orlando, Florida, 32826.
