Description
Attachment #1: Gemini 100100 X-ray Inspection System Requirements The U.S. Nuclear Regulatory Commission (NRC) proposes to enter into a sole source firm-fixed price purchase order entitled, "Gemini 100100 X-ray Inspection System" with American Science & Engineering, Inc (AS&E) of Billerica, MA. The period of performance will span from September 28, 2012 through October 30, 2013. See Attachment #1 for a full listing of requirements for this system. The NRC dedicated mailroom screening facility is responsible for screening all mail, packages and supplies that enter its space. The NRC mailroom screens packages for bombs, contraband, weapons and other paraphernalia that may be harmful to NRC staff. To ensure the safety and security of the NRC staff these items must be processed through an X-Ray machine. The AS&E Gemini 100100 X-ray Inspection System will be used to screen large mail and delivery items. The AS&E Gemini 100100 X-ray Inspection System, with the Z Backscatter technology, is the agency standard used throughout the NRC's office buildings. It is extremely important that the NRC is consistent with the x-ray inspection systems due to the movement of the security guard force from post to post, as well as the movement of mailroom personnel who require training on these machines. Introducing new equipment at this point would require approximately 95 security officers and 15 mailroom staff be trained on the new equipment, causing significant additional cost (estimated at $30,000). The NRC has invested approximately $45,400 in training costs over previous three years to train its security guards and mailroom personnel on the current Backscatter system, as well as the staff hours and additional required effort associated with staff attending the training. Use of x-ray machines from other manufacturers would require multiple sets of guard post orders and operational instructions for security guards and mailroom personnel on the different types of machines. Replacing all existing X-Ray systems at the NRC HQ would cost over $500,000 in equipment and training. The Z Backscatter technology that exists in the Gemini 100100 X-ray Inspection System is proprietary to AS&E. Therefore, this system and technology is only manufactured by AS&E and can only be purchased through AS&E. Based on NRC's recent market research, NRC has only identified one source that can provide the required Gemini 100100 X-ray Inspection System: AS&E. Therefore, the Government intends to solicit and negotiate with only one source under authority of by FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotations. However, all quotations received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephonic responses and responses providing insufficient information for evaluation will not be considered.
