Description
Statement of Work for New Radar Equipment at Cape Cod Canal Summary: The general scope of work is to furnish a replacement radar system for the Cape Cod Canal Project (CCC Project) Office. The CCC Project currently has 5 radar sites that send data to a Marine Traffic Control (MTC) center. At the MTC, radar data is received and integrated into a Vessel Tracking System (VTS) used by marine traffic controllers to monitor and control vessel traffic in the canal. The VTS is a custom designed system supplied to the project from SSR Engineering Inc. The VTS integrates radar data and AIS information to display and track vessel movements. This statement of work defines a project to replace the existing radar system located at station 160. The replacement radar system shall be fully functional with the Canal's VTS. Equipment to be furnished: A.25KW X-Band Furuno Radar Model FAR2127BB B. 8 foot antenna # XN24AF/8 C. Cable 30 M RW9600 14C FAR2xx7 # 001-078-410 D. Manual FAR21X7 28X7 Operators Manual p 4-8-11 FARXX7 Operators Quick Guide and parts list E. PCRP (Personal Computer Radar Processor) Model # 207A The new PCRP shall have software installed by the contractor that works seamlessly with the latest SSR Engineering Inc. software configured to Station # 160 on the Cape Cod Canal Vessel tracking System. As applicable, the government shall be granted permission to use the computer software installed on the PCRP via a software license or other method. Execution: A. The new furnished equipment and software comprising the radar system is required to integrate with the existing Vessel Tracking System that was designed and installed by SSR Engineering Inc for the Cape Cod Canal Project. All operational features of the VTS before installation of the new radar system shall be functional after installation of the new radar system. The current VTS combines radar data with local and national AIS signals to provide a display screen that controllers use to manage vessel traffic in the canal. The VTS also has the ability to record radar data for investigations. B. Removal of old radar system and installation of new equipment will be performed by government electronics technicians. The contractor shall furnish ready to install components of the new radar system to the CCC Project personnel. C. Contractor is required to provide knowledgeable and timely technical support for installation and validation of the complete radar and VTS system. Validation will consist of verifying that the new radar data is being integrated into the VTS and that all VTS functions are working correctly. Technical support shall consist of phone calls and manipulation of software on the PCRP's to troubleshoot any problems with data connectivity and functionality. Technical support to fix problems shall be included in the contract price. D. System is to be configured to record and play back events for vessel tracking investigations. E. Wiring diagrams for connector pins and all configuration settings on the new system shall be provided to government to facilitate installation. F. Technical support for troubleshooting and software updates shall be available at no cost to the Government for the life of the system. Delivery: A. All equipment shall be delivered to the Cape Cod Canal Project Office located at: U.S. Army Corps of Engineers 40 Academy Dr. Buzzards Bay, Ma. 02532 B. All equipment shall be provided within 40 days of contract award. The estimated cost of this procurement is between $25,000 and $100,000.
