- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is written as a Request for Quote (RFQ) No. FA7014-12-T-3023. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. The North American Industry Classification System (NAICS) code for this acquisition is 335911 with a size standard of 500 employees. This proposed contract is a 100% set-aside for small business. CONTRACT LINE ITEM NUMBER: LINE ITEM 0001: UPS Batteries Furnish and Installation (Information Only), QTY:___, UNIT PRICE: ________, EXTENDED PRICE: ________. EXTENDED DESCRIPTION: The contractor shall furnish and install EnerSys Datasafe 12HX-505 batteries brand name or equal batteries in accordance with the Installation Specifications below. All Technicians must be trained in accordance with IEEE Std. 1657 (Recommended Practice Qualifications for Installation and Maintenance of Stationary Batteries) to work with the existing GE Digital Energy TM SG Series 300 KVA, 480 VAC UL / Series 0 Uninterruptible Power Supplies (UPS) system, and all batteries shall be fully compatible with this UPS system. INSTALLATION SPECIFICATIONS: The procedure below describes the steps involved with the installation of eighty (80) battery modules into a battery cabinet. The work will be completed for each cabinet individually. The UPS will be inspected to verify that there are no alarms prior to the start of work. The following steps will be performed: • Inspect and verify all tools and safety equipment before beginning. • Inspect the interior of the battery cabinet for any hazards such as parallel bus bars that may have high voltage potential even when the breaker is open. • Open the cabinet battery breaker. • Verify Overall Positive and Overall Negative of the battery string. • Disconnect the Overall Positive and Overall Negative cables. • Disconnect all Intercell connections beginning with the interior connections to cut down the voltage potential. • Remove existing battery modules from the cabinet. • Place new battery modules, in the correct orientation, into the cabinet. • Perform a visual inspection to assure proper orientation of the battery modules. • Reconnect all Intercell connections, leaving the intertier connections for last. • Reconnect the Overall Positive and Overall Negative cables. • Measure overall voltage of the string to verify correct open circuit voltage. • Close the cabinet battery breaker. • Perform Battery (Load) Acceptance Test. • Properly dispose of all removed batteries. INSPECTION AND ACCEPTANCE TERMS: Supplies/services will be inspected by Government personnel and accepted at job site. The provision at 52.212-2, Evaluation-Commercial Items is applicable to this solicitation and is hereby incorporated by full text: 52.212-2 -- Evaluation -- Commercial Items: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The Government will evaluate each quote in accordance with FAR 15 Lowest Price Technically Acceptable. The offeror with the lowest priced technically acceptable quote will be considered the best value to the Government. Offerors will be rated as Technically Acceptable or Unacceptable based upon the following factors: - Technicians trained to work with GE Digital Energy SG Series Uninterruptible Power Supplies (UPS) systems. - Technicians trained in accordance with IEEE Std. 1657. - Technical compatibility of the offered UPS Battery. The Lowest Price will be rated based upon the following factor: - The Technically Acceptable quote with the lowest total Firm Fixed Price (FFP). (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The provision at 52.212-3 -- Offeror Representations and Certifications (Apr 2012) -- Commercial Items is applicable to this solicitation and is hereby incorporated by reference. Offeror must include, with its offer, a completed copy of provision FAR 52.212- 3, Offeror Representations and Certifications-Commercial Items in full text. FAR 52.212-3 can be obtained from http://farsite.hill.af.mil. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via https://www.sam.gov.
