- Sole Source BPA for Roche Research Products The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management in Washington, D.C. intends to establish a sole source Blanket Purchase Agreement under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, for the acquisition of Roche Diagnostics Research Products. The Office of Research and Development (ORD), National Exposure Research Laboratory (NERL) located in Cincinnati, OH has ongoing research that requires the below list of products. Agency scientists have designed numerous techniques and methods using this vendor?s products. Using the below products will provide consistency, thus maintaining the integrity and validity of the scientific methods. If other vendor?s products were used, they would have to evaluate and re-optimize Agency techniques which would result in a waste of significant resources, both funding and time. EPA has only one known source for this procurement that is in the Government?s best interest. Any firm that is capable of meeting the EPA requirements described herein may submit a response; which, if received within ten (10) calendar days of the date of this announcement, will be reviewed for consideration.
