Description
The Federal Aviation Administration (FAA) intends to award a single source extension of STARS Contract DTFA01-96-D-03008 with Raytheon for system maintenance, system technical refresh, and system enhancements through fiscal year 2017. This award will be on a single source basis pursuant to AMS T.3.2.2.4 Single Source Contracting. On April 5, 2012 a Market survey (No. DTFA01-96-D-03008-11683) was issued to obtain information necessary to determine whether adequate competition exists to conduct a full and open competition. The market survey identified the need to have access to restrictive data rights to certain parts of the STARS software. Specifically, AutoTrac is software required to integrate radar and flight plan data and display accurate information to air traffic controllers for the Full Service Level for STARS. TRACVIEW is software required integrate radar and flight plan data and display the accurate information to air traffic controllers for the Emergency Service Level for STARS. ATCoach is a multi-purpose, real-time Air Traffic Control Simulator system from UFA that supports the generation of data needed to supply automation systems with surveillance, weather, and flight data for STARS training and test simulation. The FAA received no responses that purported to have access to the necessary proprietary software. Based on the results of the market survey, adequate competition does not exist for the STARS system maintenance, system technical refresh, and system enhancements requirement. The FAA did receive a response to the market survey indicating an interest in the replacement of the ARTS IIE terminal automation systems. The FAA has not made an official decision on the replacement of these systems. A public announcement will be made regarding replacement of the existing legacy terminal automation systems, including the ARTS IIE terminal automation systems when the official decision is made. The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals.
