Description
Title: Request for Information (RFI) for Issuing Long-term Contracts for a minimum of 3 years. Notice Type: Pre-solicitation Response Date: September 12, 2012 NAICS Code: 311812 Commercial Bakeries Dear Market Ready Vendors: This is a Request for Information (RFI) in accordance with FAR 15.201(e). It is not a request for proposal and does not constitute a solicitation. No proposals or unsolicited proposals will be accepted. All information received in response, however, will be handled as Proprietary Information in the same manner as an offer. The Government will not pay for any information received under or associated with this RFI. Any expenses associated with a response are the sole responsibility of the responder. Responses will not be returned. Any pricing or cost information received will be non-binding and used for informational purposes only. Failure to respond will not in any way prevent a potential offeror from participation in future solicitations. The purpose of this RFI is to seek the input of DLA Troop Support's commercial industry partners, therefore participation is encouraged. All information provided will be given consideration and may influence the development of future proposal requests. DLA Troop Support Subsistence Market Fresh Program is interested in your comments regarding possibly changing our acquisition strategy by issuing long term contracts structured for a minimum of 3 years for our fresh bread and bakery items. This change would mean issuing a long term contract inclusive of a base and any option periods for a minimum of 3 years. Your input and comments are requested concerning this initiative. Our goal is to provide optimal customer support and maximize potential savings. Please consider the following questions: Does this acquisition strategy limit or negate your ability to offer? What effect, if any, will this have on your proposed pricing? If affirmative, please provide an estimate of any cost decreases or increases that may result (on a simple percentage basis). We intend to use Producer Price Indices of WPU02110201 (bread, including frozen), WPU02110505 (bread rolls, muffins, bagels and croissants), WPU02110803 (soft cakes) and WPU02110903 (pies) when evaluating offered prices and we solicit responses to the use of these Producer Price Indices. If there are more accurate indices, please indicate such in your response. What are the financial risks, if any in committing to a long term contract for the length of time suggested? Recognizing that prices can only change at time of option, would you prefer a one year base period with two (2) one-year options or one (1) 18 month base period with one (1) 18 month option? We encourage your participation; please share your ideas on the feasibility of this acquisition strategy. Your written comments, suggestions and ideas regarding this proposal will be treated as confidential and for Government use only.
