- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The United States Property and Fiscal Office for Pennsylvania (USPFO-PA) is seeking information on potential firms qualified to conceptual development and visualization assistance for military ranges. The Government is not seeking the development of complete construction documents (i.e. working drawings, specifications, and reports) or construction period services. The NAICS code is 541330 (engineering). The government intends a 100% Service Disabled Veteran-Owned Small Business (SDVOSB) set-aside; however, to ensure there are sufficient businesses available and qualified to do this type of work, this market research is being conducted. The general work description may consist of the following: (I) Conceptual Design Assistance and three dimensional visualization (3D) for (I) a 1000m Known Distance Range; (II) a 500m Known Distance Range; and (III) a Heavy Sniper Range (each to include proposed grading for targetry, firing positions and any mass grading areas; line of sight cross sections from firing points to appropriate targets; and digital 3D modeling of concept layout and grading). If you are a SDVOSB capable of doing this type of work please forward your information. Please note that FAR clause 52.219-14(b)(1) Services 'Limitations on Subcontracting' would apply to any project which states that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. In the event of a set-aside solicitation, any SDVOSB firm selected would have to show how it intends to meet the requirement. Any information submitted is voluntary. Request interested firms submit (1) the NAME, ADDRESS, and PHONE NUMBER of the firm (including CAGE code); (2) a summary of similar work performed; (3) SIZE STATUS. Responses to this notice will assist the USPFO-PA in identifying potential sources and determining if a SDVOSB would be appropriate. Please submit responses by 12:00 p.m., EST, on Wednesday, September 5, 2012. Responses should be sent to the attention of Michael V. The USPFO-PA is currently conducting a market survey for qualified Service-Disabled Veteran-Owned Small Businesses capable of conceptual development and visualization for military ranges.
