- The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), intends to award a sole-source contract to Irene Lerman to acquire technical services with expertise in coordinating a cooperative relationship between three collaborating institutions to research the ecology and viral transmission in wild birds and poultry in Eastern Siberia. Virologists and ornithologists from two Russian institutions will collect cloacal and oropharyngeal swabs and serum samples from wild birds and poultry in Eastern Siberia for the investigation of the molecular markers of pathogenicity as well as pathogenicity mechanisms for recently isolated HPAIV. This will help to understand the ecology of the virus in its natural reservoirs, and it will highlight the role of migrating wild water birds and their role as long-distance vectors for virus transmission around the world. Ms. Lerman will serve as a liaison with the Russian researchers, particularly one of which who is a Department of State top priority institute for scientific engagement, for a period of performance running from September 15, 2012 to September 14, 2013. Few U.S. government agencies are currently accepted by Russians to work in this research area and facilitate new projects with Russia due to a decree by the Russian President that Russia is withdrawing from these initiatives. Ms. Lerman will facilitate the continued scientific cooperation between the Russian and ARS scientists to maintain the relationships developed starting in 2004. These technical services are unique and critically require an existing relationship with the cooperating countries. This project requires experience specifically facilitating past collaborations on avian influenza and Newcastle disease between Federal government organizations and Russia under the Department of State BioIndustry Initiative. Her involvement in such projects along with her medical background and foreign language capability enable a specific set of critical skills when dealing with politically sensitive institutes and research areas. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
