- The Naval Sea Systems Command intends to issue a small business set-aside competitive solicitation (N00024-12-R-5213) for the build to print production of the Common Processing System (CPS). Production shall be in accordance with the CPS Technical Data Package and specifications provided as Government Furnished Information. A single IDIQ contract will be awarded to the lowest price technically acceptable offeror. The award is anticipated in 3nd quarter of 2013. A Competition Library containing relevant GFI has been established by PEO IWS 1.0. and CD-ROMs are available to eligible parties to review prior to the issuance of a solicitation. In order to obtain a copy of the Competition Library, Offerors must submit to the Contract Specialist, with a copy to the Contracting Officer, a completed DD Form 254 (Attachment 1) indicating that the requesting company has a Defense Security Service (DSS) issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability. The Government will not provide sponsorship for new or upgraded personnel or facility clearances. The Government will then issue a "Terms of Use" letter to the requesting company upon the government's receipt of an approved DD Form 254. The "Terms of Use" letter shall be signed and returned to the Contract Specialist, with a copy to the Contracting Officer. The GFI will then be mailed to the address provided or available for pickup. Offerors may electronically submit written questions requesting clarification by emailing the questions using the format in Attachment 2 to the Contract Specialist, with a copy to the Contracting Officer. All questions should be received in writing by 15 November 2012. The Navy intends to prepare and issue responses to all interested parties. Only questions transmitted electronically will receive a response. It is the Government s intention that questions and responses will be distributed electronically to all Offerors. Information provided with each question should include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification. Offeror s questions must be submitted utilizing Attachment 2 Bidder s Questions Form . The solicitation will be posted electronically to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil under its solicitation number on or about 30 September 2012.
