- NOTE THE SOLICITATION NUMBER WILL NOT BE THE NUMBER POSTED IN THIS ANNOUNCEMENT ONCE THE ACTUAL SOLICITATION IS POSTED. HOWEVER, THIS NUMBER WILL BE CROSS-REFERENCED IN THE ACTUAL SOLICITATION ANNOUNCEMENT. THE ACTUAL SOLICITATION NUMBER WILL BEGIN WITH SP4500-12-R-. THERE WILL BE FOUR ADDITIONAL DIGITS ADDED TO THE END ONCE ACTUAL SOLICITATION IS POSTED. THE SOLICITATION NUMBERS ARE NOT BEING POSTED IN THIS NOTICE AS THE SOLCITATION NUMBERS ARE NOT ASSIGNED UNTIL THE ACTUAL BUILDING OF THE SOLICITAITON IN THE EPROCUREMENT SYSTEM. This will be a 100% small business set-aside award. Anticipated date of release of this solicitation on or about September 10, 2012. DLA Disposition Services has a requirement for all non-personal services necessary for the pickup, removal, and disposal of assorted RCRA, non-RCRA, non-state regulated waste, management services such as tank cleaning, lab packing, analyses, etc. The RFP is a firm-fixed, Indefinite Delivery Indefinite Quantity (IDIQ), full and open requirement. This will be a single award contract. The NAICS code is 562211. The resulting contract will be for an 18-month base period, and two 18-month option periods. The solicitation contains FAR 52.217-8, Option to Extend Services. Under FAR 52.217-8 the Government may require continued performance of any service, within the limits and at the rates specified in the contract, for a total extension period not to exceed 6-months. Performance will be directed by the issuance of individual written task orders against the contract. Offerors proposals should reflect the best possible price based on FAR 212-1(g). With the implementation of SAM and difficulties encountered, FAR 52.204-99 System for Award Management Registration prior to any contract award shall be followed. In the event that SAM system issues are resolved and the following previous FAR and DFARS clauses are updated for the SAMS system instead of the Central Contractor Registration (CCR), those clauses and provisions wiill be amended to the solicitation or modified to the contract after award as applicable. Only electronic proposals will be accepted. It is the offerors' responsibility to thoroughly read and understand the solicitation in its entirety. Failure of offerors to do so shall not be grounds for any subsequent grievances or protests against the Government. Offerors are also cautioned to pay attention to the Notes to Offerors in the solicitation. All prospective contractors and subcontractors must meet all Federal, State and local laws and regulations governing the handling, disposal, and transportation of various types of hazardous and non-hazardous waste material and comply with environmental protection laws. As posted, the full solicitation, and any amendments issued prior to closing may be obtained on the FedBizOpps website. Offerors are cautioned to view FedBizOpps up to and including the date of closing for any amendments.
