Description
The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to award on a sole-source basis to Centre for Energy Advancement through Technological Innovation (CEATI), International, 1010 Rue Sherbrooke O Bureau 2500, Montreal, QC H3A 2R7. The requirement is for participation in a HPLIG technical research study resulting in reports on the "Hydro Turbine Generator Electrical Overhaul Guide." Because of the specificity of the study and confidential nature of the information provided in these reports, only contributing CEATI members are able to review the information provided and receive the hard and soft copy reports with the following requirements: a) A comprehensive outline of the steps necessary to plan for and to execute an electrical generator and auxiliary overhaul. b) The report shall be organized to follow the steps of an overhaul in chronological order. The component sections of the Guide will cover preplanning, disassembly, inspection, repair, reassembly, reporting and evaluation. c) The appendices will contain useful spreadsheets and basic software for use during overhauls. d) The Electrical Overhaul Guide will address all aspects of completing an electrical overhaul and cover generators, all their components including rotating, fixed and embedded parts. The governors speed sensing equipment or controls will also be included as will all electrical parts of the generator such as windings, CT's, PT's, rotating, static exciters, and protection and controls. e) Final delivery will include a prepared ready-to-publish report on the results of the investigation, presentation of the results to funding consortium members, provide a power point presentation, and provide a technical brief summary. Competition is restricted to only one source per FAR 13.103-1(b)(1). This procurement will be awarded using FAR Part 12 Commercial Item procedures with an intended period of performance of 12 months. Anticipated award date is September 04, 2012. All responsible sources may submit a capability statement or proposal by 12:00 pm MST, September 4, 2012, which shall be considered by the agency.
