Description
Statement of Work Tech Eval - For information purposes only, do not write on it. The solicitation number is F1S0AX2208B001. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2005-60 and DFARs Change Notice DPN-20120724 AFFARS Parts AFAC-2012-0330. Federal Supply Class/Service (FSC) code is 6636. NAICS is 326150 and the size standard is 500 employees. This acquisition is a 100% Small Business set-aside. Air Force Test Center (AFTC) Contracting Directorate, Edwards Air Force Base, CA is seeking to purchase the following service: The 772nd Test Squadron of Edwards AFB, CA has a requirement to provide electromagnetic energy absorption in the medium power handling range for use in the Benefield Anechoic Facility (BAF). This capability requires increased power handling performance to accommodate high power radars, without major degradation of performance across frequency. The overall use of radar absorbing material (RAM) is to eliminate multi-path reflections back to the System Under Test (SUT). This RAM must be of a open-cell foam with large consistent pore sizes to help dissipate the heat generated by high power energy. This purchase of 18-inch x 24-inch x 24-inch, in a quantity of 625 pieces of pyramidal absorber is needed to provide the necessary attenuation for the frequencies tested within the BAF. This purchase includes installation of a 50 foot by 50 foot area of this RAM centered on the BAF chamber west wall. In the middle of the 50 foot by 50 foot area will be the pattern of an American flag at dimensions of 26 feet by 44 feet. Please see the attached Statement of Work for further detail. Only the Lowest Priced, Technically Acceptable (LPTA) offeror will be requested to provide the medium power absorbers. Award will be made to the LPTA offer that is most advantageous to the Government. Technical acceptability will be based on the offeror's responsiveness and Exhibit A (attached) Technical Evaluation Sheet. Technical factors are significantly more important than price. Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit in writing a complete quote including delivery FOB destination (Edwards AFB, CA 93524). Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis.
