General Information Document Type: Solicitation Notice Solicitation Number: FA9401-12-R-0011 Classification Code: 91- Fuels, lubricants, oils & waxes Set Aside: Total Small Business NAICS Code: 488190 - Other Support Activities for Air Transportation Contracting Office Address AFNWC/PKOC 8500 Gibson Blvd SE Bldg 20202 Kirtland AFB, NM 87117 Description The AFNWC/PKOC is soliciting a Total Small Business Set-Aside, Firm Fixed Price with Cost Reimbursable CLINs Contract to provide Base Fuels Management Services efforts to support the 377th Logistics Readiness Squadron (377 LRS) mission at Kirtland AFB (KAFB), New Mexico. This effort is for a 49 month contract with a one month transition period, plus four one year periods. The proposal(s) must be submitted for a one month transition period, one base year plus three (3) option years, and six (6)-month extension period. The government has included Not to Exceed (NTE) amounts for cost-reimbursable CLINs and like option year CLINs as denoted in the CLIN descriptions. Offerors shall not change these NTE amounts. The government shall use Not to Exceed (NTE) amounts for cost-reimbursable CLINs at the time of award. Offerors shall not be required to provide any pricing in their proposal for the cost-reimbursable CLINs. The NTE amounts are as follows: Base Period: CLIN0004: Training/Travel: $ 1,500.00 CLIN0005: Overtime: $ 20,000.00 CLIN0006: Cost Reimbursable Items: $ 20,000.00 Option I: CLIN1002: Training/Travel: $ 1,500.00 CLIN1003: Overtime: $ 20,000.00 CLIN1004: Cost Reimbursable Items: $ 20,000.00 Option II: CLIN2002: Training/Travel: $ 1,500.00 CLIN2003: Overtime: $ 20,000.00 CLIN2004: Cost Reimbursable Items: $ 20,000.00 Option III: CLIN3002: Training/Travel: $ 1,500.00 CLIN3003: Overtime: $ 20,000.00 CLIN3004: Cost Reimbursable Items: $ 20,000.00 Funds are not presently available for FY 13 requirements (CLINs 0003-0006). The Government's obligation under this solicitation is contingent upon the availability of appropriated funds. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The 377th Logistics Readiness Squadron (377 LRS) supports the Base Fuels Management Services requirement for KAFB which includes maintaining and operating petroleum; de-icing fluid and cryogenic facilities, equipment, and products; receiving, storing, issuing, inventorying, and performing quality analysis on petroleum fuels; performing operator maintenance on de-icing fluid, liquid oxygen, and fuels handling equipment and facilities; operating specialized mobility fuels; compiling consumption data and monitoring energy conservation goals; inputting data into the Fuels Automated System (FAS) and Defense Fuels Automated Management System (DFAMS); and acting and performing on all command and base fuels support plans when directed as described in the attached Performance Work Statement (PWS). Work to be performed under the Base Fuels Management Services will be within the North American Industry Classification System (NAICS) code 488190 - Other Support Activities for Air Transportation, size standard $30M. Offers are solicited only from business concerns current in the Central Contractor Registration (CCR), and North American Industry Classification System (NAICS). The solicitation is available in electronic format only. No hard copies will be provided. It is the contractor's responsibility to check the website for any and all amendments to this solicitation. Prospective contractors must be registered in the Central Contractor Registration (CCR) database before award of a government contract; failure to register in the CCR database may cause your firm to be ineligible for award.
