Description
It is the intent of the National Library of Medicine (NLM), Toxicology and Environmental Information Program (TEHIP) to enter into a sole source procurement to license the Scientific and Technical Information Network (STN) system from Chemical Abstracts Services (CAS), 2540 Olentangy River Road, Columbus, OH 43202-1505. The STN is a proprietary, online database service that provides global access to published research, journal literature, patents, structures, sequences, properties and other data. NLM will use the STN to: (1) search and monitor toxicological literature and validate chemical authority data in files such as those in Toxicology Data Network (TOXNET). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 541690 and the business size standard is $14M. NLM anticipates that award will be made on or about September 21, 2012. Period of Performance: The period of performance will be one year from the date of award plus four one-year options. Chemical Abstracts Service (CAS) is the only known source that is capable of fulfilling this requirement. The STN is a unique resource that is only available from CAS. The STN includes an international, chemical registry system encompassing over 25 million chemical substances. According to market research, no other vendor maintains such a large database or is more widely recognized and used as the authority for chemical substance information. This is not a Request for Quotation (RFQ), nor is an RFQ available. However, if any interested party believes it can fulfill the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NLM to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 12:00 P.M. local prevailing time on September 13, 2012. Faxed capability statements are NOT authorized. Questions must be submitted in writing to Kimberly Pringle at pringlek@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
