Description
PRISM Description: Using Nocturnal Surveys to Monitor the Presence of Ashy Storm-Petrels & Xantus's Murrelets at Offshore Platforms, Southern California. PRISM BODY: The United States Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), has a requirement for the study entitled Using Nocturnal Surveys to Monitor the Presence of Ashy Storm-Petrels & Xantuss Murrelets at Offshore Platforms, Southern California. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, and as supplemented with additional information provided herein. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. The solicitation number M12PS00043 is issued as a Request for Quote (RFQ). The DOI, BSEE, on behalf of the BOEM, is seeking a contractor to monitor the nocturnal presence and movements of the Ashy Storm-Petrel and Xantuss Murrelet near operating offshore platforms in the Santa Barbara Channel. This effort will include nocturnal visual and radar surveys from oil and gas platforms in the vicinity of their breeding areas on the northern Channel Islands. The Government anticipates a single award of a Purchase Order as a result of this solicitation, with an anticipated budget not to exceed $150,000.00 over a 24 month period of performance. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 05-58. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The North American Industrial Classification System (NAICS) Code is 541990, All Other Professional, Scientific, and Technical Services, and the work is multi-disciplinary, with the size standard of $14 Million. The complete solicitation package is included as an attachment to this notice. If Offerors experience difficulties accessing the attachment, a request should be submitted to Herma Banks via email at herma.banks@bsee.gov, and a copy of the RFQ will be provided electronically. This RFQ includes the following attachments: Section 1 Pricing, Section 2 Statement of Work, Section 3 Contract Terms and Conditions, Section 4 Quote Preparation Instructions, Section 5 Evaluation Factors, and Section 6 RFQ Attachments. *Offerors are required to return the Representations and Certifications (4.10.1) with their quote submission, and certify and return the Certification Regarding a Felony Conviction Under any Federal Law or an Unpaid Federal Tax Liability (4.11) with their quote submission.
