Description
This notice is provided to show the intent of the U.S. Coast Guard Academy. Due to the limitations of the 65' Training Boats (T-Boats), the dry-dock must be within a 75 mile radius of the geographical area of the Coast Guard Academy, New London, Connecticut. RFQ's have been sent to 9 local contractors that have shown an interest in performing the needs and requirements of the Scope of Work and Military Specifications. Three single screw 65 foot steel vessels are used for ship handling training at the USCG Academy in New London, CT. The vessels were built in 1953 by Higgins Ship Building in New Orleans and referred to as T-boats. The goal of the shiphandling program is to expose cadets to the man overboard (MOB), anchoring, emergency steering and mooring and unmooring evolutions onboard the 65' T-Boat. Each student is introduced to the principles of single screw shiphandling, shipboard engineering and deck seamanship while continuing to grow and develop as leaders of peer leaders. The program culminates with a final exercise during which the students plan, brief and execute an inland/coastal transit of the Thames River and Fisher's Island Sound. During the exercise the students perform a variety of routine shiphandling and seamanship evolutions while also responding to limited shipboard emergencies. The USCG Academy is currently seeking to remove the engines and reduction gear onboard the T-boats and replace them with government supplied engines and reduction gear. Location Due to the limited abilities of the training vessels the vessel can only transit in the following waters: 1. Thames River, New London CT 2. Mystic River, Mystic CT 3. Fishers Island Sound 4. Western Long Island Sound 5. New Haven harbor 6. Block Island Sound (Out to 3 nautical miles) 7. Providence River, Providence RI 8. Narragansett Bay 9. Rhode Island Sound 10. Buzzards Bay 11.
