- Description
- The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Service (VS), National Veterinary Stockpile (NVS), Riverdale, MD, has a requirement for self-contained mobile trailer refrigeration units to be utilized in the event of an outbreak of an animal disease. The USDA seeks to establish a multiple year, up to 5 years, indefinite delivery-indefinite quantity (IDIQ) type contract. Minimum order is required for immediate delivery of 8 medium payload and 4 large payload self-contained mobile trailer refrigeration units within 3 weeks or less of contract award. We are seeking interested sources that are capable of providing the units on a Just-In-Time basis, of three (3) weeks or less for response in the event of an animal emergency, or provide the government with your technical approach and pricing structure. SPECIFICATIONS: Mobile refrigeration systems with proven capability of maintaining a temperature range of +4 °C to -22 °C, enabling the units to refrigerate or freeze its contents, as it is critical that vaccines are maintained at 2°C - 8°C for weeks or months (the duration of an outbreak). The added feature to freeze content will be used in maintaining packaging solutions that require frozen refrigerant blocks as part of the packout instructions. Animal vaccines should never be allowed to freeze. All units must be equipped with a diesel engine driven (DED) generator as well as a being capable of operating on 110 - 240V single phase outlet. The Refrigeration units must be capable of being detached from the trailer, and subsequently become skid mounted. In the event additional units are required; the NVS may seek to purchase, rent, or lease additional refrigeration units of various sizes to be delivered anywhere in the United States, Tribal Lands or U.S. Territories. The specific addresses will be provided prior to the delivery. Each vendor shall provide information regarding availability of additional units (on-hand) to meet surge requirements, and the expected delivery time for those units. The Government will not award a contract based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide. If you are interested, please provide a brief Statement of Capability (no more than three pages) which demonstrates the ability to meet the specifications. Include any past performance information on contracts of similar size and scope, and indicate the degree of work self-performed. Also include past performance references with names and phone numbers. Electronic responses are preferred. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government.
