- Notice of Intent to make an award as other than full and open competition for Spice K2 drug testing services for patient urine samples provided by Naval Medical Center Portsmouth VA for the period 1 Oct 12 - 30 Sep 13. Spice K2 Drug Tests not performed at this facility (NMCP) include: Test Code 19116 Test Code 2786 No chain of custody required. UPS mailing labels, specimen submission form and bags shall be provided by the contractor. Patient results to be faxed to NMCP Laboratory secure fax line. The government intends to make a non-competitive award for laboratory testing services required under the authority of FAR 8.405-6.
