- This is a pre-solicitation notice for the repair/modification of an Automatic Transmission Test Stand at Marine Corps Base Camp Pendleton, California. Type of resultant contract is a Firm Fixed Price (FFP) contract. The resultant contract will be awarded to a single offeror who provides the Government with the best value with evaluation factors to be included in the Request For Proposals (RFP) consisting of: technical, past performance, experience, delivery and the price proposal. Solicitation number M00681-12-R-0016 is being issued as an RFP. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-59. All applicable provisions and clauses will be included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. The solicitation is expected to be issued on or after 5 September 2012. The closing date and time for submission of offers as well as the date and time for the site survey will be contained in the solicitation package, which will be made available on the Navy Electronic Commerce Online (NECO) website at: https://www.neco.navy.mil. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Contractor MUST be registered in the Central Contractor Registration database or his/her proposal will not be considered. All contractors shall be ORCA registered. For information regarding ORCA, you can go to http://orca.bpn.gov. This acquisition has been set aside 100% for Small Businesses. The North American Industry Classification System (NAICS) code is 334519 and the small business size standard is 500 employees. Please acknowledge all requirements of the solicitation in proposals. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
