- The Department of the Interior (DOI), National Business Center (NBC), Acquisition Services Directorate (AQD), on behalf of the Department of Commerce (DOC), International Trade Administration (ITA), Office of Energy and Environmental Industries (OEEI), intends to award a sole source purchase order in accordance with FAR 13.106-1(b) to procure annual subscription for Bloomberg New Energy Finance Online News Service under the authority of FAR Part 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This subscription will be procured from Bloomberg, LP, 731 Lexington Avenue, New York, New York 10022. The needs to be provided through the subscription are highly specialized with global data with scalability and market research indicates that the items appear to not be otherwise available through other sources. The NAICS code for this requirement is 541990, All Other Professional, Scientific and Professional Services and the Size Standard is $14.0 million. This notice is not a formal solicitation. This is not considered a Request for Proposal (RFP) nor is it a Request for Quotation (RFQ). A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer. AQD will not be responsible for any costs incurred by an interested party responding to this notice. This notice in no way obligates the Government to award a Contract.
