- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. The Colorado National Guard will be awarding a Firm-Fixed Price Contract. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ) in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-55 Effective on January 1, 2012. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the internet at http://farsite.hill.af.mil/. The solicitation W912LC-12-T-0030 is issued as a Request for Quote. This procurement is 100% small business set aside. The NAICS code for this acquisition is 811219. The small business size standard for this NAICS code is $19 million. The Colorado Army National Guard has a requirement for a Windyn Data Acquisition System Upgrade. I have attached a Statement of Work (SOW) which includes the specifications of what will be covered in the upgrade and what the system needs to be capable of doing once the upgrade has been completed. On-site job training must be included. The training must cover all of the changes that occurred with the upgrade and cover the areas in the SOW. A detailed description of the training must be included with the quote. We will not be paying for the travel expenses (transportation, lodging, meals) of the vendor. We will only be paying for the services provided. All quotes must attach at least 3 references of customers who they have done a complete Windyn Data Acquisition System Upgrade similar to what we are requesting. We will be checking these references to ensure that past performance was satisfactory. Prep work such as ordering parts and services must start prior to September 30th, 2012.
