- This is a sole-source acquisition to provide potable water to the SPR Big Hill site. The planned contract will be a Fixed Price Service Contract with rate increases as allowed by the regulatory body. It will have a 10-year contract period as authorized in FAR 41.205(d). Historically Trinity Bay Conservation District has been the only entity capable of providing the Big Hill site with potable water that complies with the Water Quality Standards described in the Texas Department of Health, Division of Water Hygiene, Drinking Water Standards governing Drinking Water Quality, and Reporting Requirements for Public Water Supply Systems. There are no other such entities in the area to service the Big Hill site
