- RFQ and SOW Military Working Dog Coolers This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number F2MTR12206A00 is being issued as a request for quotation (RFQ). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-60and DFARS change notice 20120829. This requirement will be a 100% small business set aside. The North American Industry Classification System (NAICS) code is 333415 and the size standard is 750 employees. This requirement will be a brand name or equal. If offering an "or equal product" please provide product specifications, parts numbers and pictures if available. Vendors supplying "or equal" products shall meet the Government's exact salient characteristics outlined under description below: CLIN ITEM DESCRIPTION QUANTITY 0001 PROJECT 1 SEE SOW 1 LS 0002 PROJECT 2 SEE SOW 1 LS 0003 PROJECT 3 SEE SOW 1 LS FOB: Destination For delivery to 341 TRS/DORR, 1220 TRUEMPER BLDG 9255, LACKLAND AFB TX 78236. Interested parties capable of providing the above items must submit a written quote with the following information: Payment Terms, Delivery Date, Company Name, DUNS #, CAGE Code #, Tax ID #, POC, Contact #, E-Mail Address, and if they have the capacity to invoice electronically through WAWF. All responses that meet the criteria contained within will be considered. Written quotes are due no later than 10:00 A.M., Central Standard Time (CST), 12 SEP 2012 and should reference the solicitation listed above. Quotes must be valid for 60 days. Please submit quotes via e-mail or fax no later than the date listed above. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; and (ii) price. The Government will award the contract resulting from this solicitation to the lowest priced, responsible offeror submitting the quote that provides the best value to the Government FAR 52.212-2. The technically acceptable, lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that is contained in the solicited item description. If the lowest priced submission does not meet the technical criteria described in the solicited item description, the Government reserves the right to evaluate the next lowest priced submissions until it has determined a technically acceptable submission. The evaluation will stop at the point when the Government determines an offeror to be technically acceptable with the lowest evaluated price, because that offer will represent the best value. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contracting Registration (CCR) database, NO EXCEPTIONS.
