- Justification for Sole Source The Federal Bureau of Investigation intends to negotiate a sole-source, firm-fixed price contract with Zero Point Incorporated, Virginia Beach, VA, under Request for Quote (RFQ) RFQ-2251126259. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website www.fedbizopps.gov. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. Zero Point Incorporated is to provide the following items: 141 Tactical IED Kit 1's (TIK.1-RG), 141 Tactical Remote Pull Line Kit 100' Shooters (TRP-100s-RG), 71 Zero Point Trip Wire Feelers (ZPTWF), 46 Tactical IED Kit 3 Stand Alone Versions (MOD) (TIK.3SA-RG), and 46 Lightweight Electronic Diagnostic Kits (LED-RG). Based on market research via the World Wide Web it has been determined that the FBI's requirement for these Tactical IED Kits can only be provided by Zero Point Incorporated because they are the sole manufacturers and their distributors cannot supply the customized textile versions of these kits. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 10:00 AM, EST, Tuesday, September 11, 2012, to the attention of Mr. David L. Marmo, Contracting Officer, via E-mail at David.Marmo@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System number is 423440. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Part 12. Telephone requests will not be accepted.
