- 1 PURPOSE This Sources Sought Notice is for informational and planning purposes and is not to be construed as a solicitation or a commitment to issue a solicitation. It is issued for the purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to determine industry capabilities, including those of small businesses, to meet the Government's requirement. No solicitation is being issued at this time and the Government makes no assertion that a solicitation will be issued. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this notice. 2 BACKGROUND United States Citizenship and Immigration Services (USCIS) is the government agency that oversees lawful immigration to the United States. USCIS secures America's promise as a nation of immigrants by providing accurate and useful information to our customers, granting immigration and citizenship benefits, promoting an awareness and understanding of citizenship, and ensuring the integrity of the immigration system. 3 OBJECTIVE This Notice is intended to identify 8(a) firms that are members of the Microsoft Partner Network and qualified to provide services that will assist USCIS with Microsoft Dynamics 2011 configuration and customization. In addition, potential sources shall have sufficient access to resources for purposes of receiving configuration and customization reach-back support and ensuring that development and implementation are achieved in a timely, cost-effective manner. 4 RESPONSE FORMAT AND GUIDELINES 4.1 Format, delivery date, and point of contact Responses shall be in Microsoft Word (.doc) format and are due no later than 2:00 PM Eastern Time (ET) on Friday, September 14, 2012. All responses shall be submitted via email (virus scanned) to the point of contact listed below: Point of Contact: Lindsey Mongeon Email: ContractingProposals@uscis.dhs.gov; cc:lindsey.mongeon@dhs.gov Phone: 802-872-4197 x4628 Facsimile and hard (paper) copies will not be accepted. DO NOT PROVIDE PROPRIETARY INFORMATION. No pricing information is allowed. 4.2 Content The response shall be divided into two sections. Section 1 of the response shall provide administrative information, and shall include the following as a minimum: • Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact • Corporate web site address • Statement regarding status as an 8(a)-certified small disadvantaged business • Data Universal Numbering System (DUNS) number • North American Industry Classification System (NAICS) code classifications Section 2 of the response shall address, in detail, the firm's capabilities to provide the type of services identified in Section 3 of this Notice, including the availability of reach-back support and the status/level of its Microsoft Small Business Competency (i.e., Gold, Silver). Potential sources shall also identify and describe any services provided to federal agencies related to Microsoft Dynamics 2011, and shall include point of contact information for the references provided. 5 CONCLUSION This Notice is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this SSN. The information in this SSN is subject to change and is not binding on the Government. This SSN does not constitute a commitment to procure any of the items/services discussed, nor is it a commitment or authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
