- The National Institute on Drug Abuse (NIDA) on behalf of The National Institute on Aging (NIA) intends to negotiate on a sole source basis with the University of Hawaii, 2530 Dole Street, Honolulu Hawaii for professional services to support the NIA' s follow up study of families tested initially by the Hawaii Family Study of Cognition (HFSC). Family and longitudinal studies provide unique opportunities in researching human developmental phenomena. Databases spanning decades are scarce, but data on Asian and Pacific Islander family populations are more rare. The Asian and Pacific Islander population is the fastest growing minority group in the United States. This project will perform a pilot 40-year follow-up study of families tested initially by the Hawaii Family Study of Cognition (HFSC) -The HFSC was a large-scale study of over 6,500 people from over 1,800 families living on the island of Oahu, Hawaii from 1972-1976. These data are unique in a number of respects, including (a) the measurement of a broad and comprehensive battery of tests; (b) a large number of minority Americans surveyed; (c) the organization of data by nuclear families; (d) the ancillary collection of demographic, personality, and social information; and (e) several re-testing of selected individuals. HFSC cognition and personality data have been used in over 45 scientific publications The University of Hawaii will perform a pilot recruitment follow-on study of existing participants in the HFSC and provide the NIA with information on the availability and willingness of families to continue their participation in this study. The study will provide the only data on longitudinal familial similarities and differences in cognitive performance. Through this study the NIA will be able to trace outcomes both living and dead for the entire sample of 1800 families and to make positive contact with at least one member of each family from 750 randomly selected families. The University of Hawaii will provide the NIA a report that compiles all summary information on number of deaths, numbers of attempted contacts, willingness of family members to participate in follow-up studies, and locations of family members. The period of performance is to be twelve (12) months from date of award with option for two (2) twelve-month optional periods. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted to IS58t@nih.gov on or before 12:00 PM EST September 18, 2012. All information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
