- Solicitation - High-brightness oxygen plasma Ion This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. Simplified acquisition procedures will be used, also. The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-60. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis, NAICS code 334516, is to notify Contractors that the Government intends to issue an award for the following specifications. This is a 100% Small Business Set-aside procurement. Prospective Offerors are responsible for downloading the solicitation and any amendments. It is the Offeror's responsibility to monitor the Federal Business Opportunity (FBO) website for the release of any amendments to this solicitation. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. This solicitation is issued as a Request for Proposal (RFP). BACKGROUND: The Surface and Microanalysis Science Division (SMSD) of the Material Measurement Laboratory (MML), National Institute of Standards and Technology (NIST), has a need to improve the analytical performance of an existing Cameca IMS-1270/1280 mass spectrometer for improved fine particle isotope analyses. Due to the maturity of the instrument system and its related component development, SMSD is specifically focused on improving fine particle isotope analyses via acquisition of a high-brightness oxygen plasma ion source. Higher brightness ion sources provide more primary ions into a smaller beam size, enabling either a higher sensitivity to targeted analysts for a given beam size (and hence improved isotope detection on presently analyzed particles) or extending the present sensitivity to target analysts for a smaller beam size (and hence improved isotope detection for smaller, "fine" particles). Such improvements are critical to the measurement standards aims of the SMSD in the area of precision isotope analyses of individual particles. The National Institute of Standards and Technology (NIST's) has a requirement to procure one high-brightness oxygen plasma ion source system that improves upon the existing Cameca IMS-1270/1280 Oxygen Ion Source Current. DESCRIPTION OF SPECIFICATIONS: The Contractor shall be able to provide One (1) each of the following within 6 months: CLIN 0001 consists of: A high-brightness oxygen plasma ion source for an existing Cameca IMS 1270/1280 mass spectrometer. The specifications are as follows: a. High-brightness oxygen plasma ion source for mounting in place of or addition to the presently existing Cameca IMS 1270/1280 oxygen duoplasmatron ion source, at source potentials of +/- 150 eV through +/- 20 keV b. All electronics and relays for control of the high-brightness oxygen plasma ion source at 40 MHz, including any additional hardware required for both positive and negative ion source operation modes; preference given to integration with present Cameca software and electronics c. All appropriate adapters and lenses to migrate the contractor high brightness oxygen plasma source to a Cameca IMS 1270/1280, with preference to the inclusion of adapters and lenses that will also provide migration of the procured source to a Cameca IMS 4f mass spectrometer; drawings and dimensions for the present instruments can be provided to the contractor upon request d. Demonstration of existing oxygen ion source brightness value improvements for O2+, O2-, and O- by at least a factor of five (5) compared to the following existing oxygen ion source reference values for a given beam size: 100 mA/cm2 for less than or equal to 50 µm diameter O2+ (at 17.5 keV source potential and 10 keV sample potential), 1.25 mA/cm2 for less than or equal to 50 µm diameter O2- (at -13 keV source potential and 10 keV sample potential), and 5 mA/cm2 for less than or equal to 50 µm diameter O- (at -13 keV source potential and 10 keV sample potential) e. Demonstration of ion source current fluctuations of less than or equal to 1 % over a 30 minute period for O2+, O2-, and O- f. All hardware required for multiple gas mixing, including, but not limited to all leak valves, gas manifolds, electronics, and relays, with preference given for the ability to conduct dual-mode switching of different constituent plasma ion beams within the same experimental sequence g. All additional source hardware required for continual source operation in case of source failure from material buildup, arcing, or other type of source breakdown h. All software needed to control the high-brightness oxygen plasma ion source system components, with preference given to integration with the Cameca software systems i. High-brightness oxygen plasma ion source lifetime (defined as time between cleaning of ion source chamber and/or need for service) of at least one (1) year j. One (1) year warranty including, but not limited to, all hardware, electronics, adapters, and other system components ***Billing shall be in a single invoice, upon completion, delivery of the equipment and acceptance upon performance demonstration metrics being met at NIST. PRICING SCHEDULE: CLIN: 0001 Cameca IMS - 1270/1280 1 EACH __________________ Improve upon existing Cameca beam brightness: High - brightness oxygen plasma Ion source system for existing Cameca IMS - 1270/1280 Oxygen Ion source. PERIOD OF PERFORMANCE: 180 DARO or sooner FOB: Destination National Institute of Standards and Technology (NIST) 100 Bureau Drive Gaithersburg, MD 20899 INSPECTION AND ACCEPTANCE TESTING: Destination Visual-Physical check at NIST for adherence to design specifications. Acceptance of the high-brightness oxygen plasma ion source system will occur after all work requirements/specifications are met, including all testing of performance metrics at NIST/SMSD. The SMSD Cameca IMS 1270/1280 mass spectrometer will be the system where all performance metrics will be tested, and relative improvements of the newly procured system will be compared with the values obtained with the present oxygen ion source and present instrument configuration. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI): No equipment or materials shall be provided to the Contractor by the Government for building of the high-brightness oxygen plasma ion source system. However, use of the Cameca IMS 1270/1280 mass spectrometer will be granted, with appropriate NIST personnel in attendance, in order for testing of the high-brightness oxygen plasma ion source system. General Information: Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus. For security purposes, each Contractor employee that visits NIST must provide their name, country of citizenship and other necessary information to NIST Polymers division at least one week in advance. Upon arrival, Contractors must provide government issued photo identification at security to receive a visitor's badge. Identification Badges: Contractor employees shall comply with NIST identification and access requirements. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver's license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. EVALUATION AND AWARD: Award. The Government intends to evaluate proposals and, if necessary conduct discussions with all responsible Offerors within the competitive range. The award will be made to the Offeror whose proposal conforms to the terms and conditions of the solicitation that, in the Government's estimation, provides the greatest overall benefit in response to the requirement.
