- This is a Draft Solicitation to receive feedback from industry. All questions and comments shall be submitted in writing to the Contract Specialist, Mr. Shawn R. Reinhart. This is NOT a request for proposals and no proposals received will be honored or evaluated by the Government. Please reference the applicable section of the solicitation in your question or comment (example, Section C, paragraph xxx or Attachment Number, paragraph number and subject). All questions regarding this solicitation shall be submitted in writing via email by 3:00 PM, September 11, 2012. The actual solicitation should be released on or about 21 September 2012.
