Description
Justification for Other than Full and Open Competition Statement of Work Applicable FAR Clauses This acquisition is being issued in accordance with FAR Part 12.6. This announcement constitutes the only synopsis/solicitation; a written solicitation will not be issued. The Request for Quotation number is HSFE40-12-Q-0051. This solicitation documents and incorporates provisions and clauses that are in effect through FAC 2005-60 (August 27, 2012). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code for this solicitation is 541910. The Government intends to award this contract on a sole-source basis to DK Shifflet and Associates. It is the Government's belief that only DK Shifflet and Associates offers the range of data necessary for this requirement. Please see the attached Justification for Other than Full and Open Competition for details. However, all responsible sources may submit a capability statement which will be considered by the Government. This solicitation is for the following: The contractor shall supply visitor data to inform the Population Index of the Consequence element of preparedness grant risk methodologies. Specifically, FEMA requires data that includes the average number of visitors to the 50 U.S. States and 6 U.S. Territories (Washington, D.C.; Puerto Rico; Guam; U.S. Virgin Islands; American Samoa and Northern Mariana Islands) as well as to the 210 most-visited counties in the United States throughout the 3-year period from 2008-2010. The data must reflect comprehensive travel behavior and minimize double-counting of visitors; therefore, the data must not be reported by means of accommodation (number of hotel night stays) or mode of travel (number of passengers by travel mode). Please see the attached Statement of Work for a detailed description of this requirement. Central Contractor Registration (CCR). Offerors must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
