- Arcata Associates, Inc. has a requirement for 1 each IADS-TELEM-CLIENT-35, 1 each IADS-TELEM-BASE, 3 each IADS-MAINT-ON. Arcata Associates, Inc. intends to purchase the items from SYMVIONICS, Inc. 190 Serria Court Suite A3 Palmdale, CA 93550 We recommend that the Government acquire the Software & license identified by the procurement request 12-2642 by means other than full and open competition. This procurement will be used by the SOFIA Project in conjunction with an existing NASA DFRC capability in the Western Aeronautical Test Range (WATR); this capability provides for the processing and display of flight data. This Symvionics IADS software is currently in use by the WATR and with the additions from this procurement will be shared by WATR and SOFIA. By purchasing the add -ons for IADS this will keep the costs to a minimum. The IADS application was designed for the specific needs of the WATR and Air Force and purchasing a new application for SOFIA would take time to find a new Company that is compatable with what we have and then the new format would have to be purchased. This would increase the cost to the Government.The estimated period of performance for this procurement will commence on the first day of award and will extend for 3 years from that date. This procurement will be awarded as a sole source. Symvionics will be responsible for delivering the software Licensing and maintenance identified in the purchaserequest This procurement will be procured under statutory authority permitting other than full and open competition, FAR 6.302-1, Only one responsible source and no other supplies and services will satisfy agency requirements (10 U.S.C. 2304 (c)(1)). Symvionics is the only responsible source which is capable of satisfying the agency's unique need for the following reasons: a.Symvionics developed the IADS software. Symvionics possesses the detailed knowledge for all aspects of the software and its implementation, which is unavailable to another firm. Symvionics owns the unique detailed design information and has personnel with the knowledge and ability to maintain and modify this software as required. The personnel and design information are critical in implementing the required capabilities b.Symvionics, as the sole producer of the IADS software and licensing and maintenance support specified has the unique capabilities required to provide this solution. Due to the proprietary nature of the intellectual property, Symvionics is the only firm that can provide these required services and materials. c.Schedule risk and cost will be significantly reduced through the utilization of an existing unique capability identical to that currently used by the WATR. The time and cost of a detailed technical analysis of the capabilities provided by the Symvionics IADS software will be avoided, and the time and cost of the development of an alternate solution will also be avoided. Arcata Associates, Inc. intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Pacific Time on September 19, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by Arcata Associates, Inc. not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of Arcata Associates, Inc. Oral communications are not acceptable in response to this notice.
