- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 8.405-6(a)(1)(i)(B) with Parata Systems Inc, 2600 Meridian Parkway Suite 100, Durham, NC, 27713, as the only responsible source that can provide support for pharmacy dispensing and verification systems. This acquisition is being conducted under the FAR 8.404 use of Federal Supply Schedules. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. Parata Systems is the only vendor that can provide support to proprietary Parata Systems equipment. Parata is the original manufacturer of this equipment. No other vendor can provide hardware and software updates to proprietary Parata equipment or provide updates to prescription drug database that can interface with proprietary Parata medication dispensing systems. Only Parata has the intellectual rights and service knowledge to provide support to Parata equipment. Parata is the only vendor capable of providing updates to the proprietary software, which is required to maintain DIACAP accreditation and remain on the Navy network. Parata will not subcontract or become a subcontractor to another vendor to provide services to this equipment. If another vendor were to provide services to the required equipment, it will result in loss of DIACAP certification, delays in patient care, and unnecessary risks to patient safety. No other vendor is capable of providing services and support to this medication dispensing equipment. Items being purchased in this acquisition: Support shall be provided for a period of performance of October 1, 2012 through March 31, 2013. An option year will be available for April 1, 2013 through March 31, 2014, unless otherwise noted. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 811219 with a Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Parata Systems.
