- Services include on-site maintenance for installed secure and non-secure Defense Red Switch Network (DRSN) switches and secure and non-secure Voice over Internet Protocol (VoIP). The telephone switch types are the Raytheon Secure Digital Switch (SDS), Remote Switching Unit (RSU), Enhanced Remote Switching Unit (ERSU), and the Digital Small Switch (DSS-2A). The VoIP systems are comprised of Cisco Unified Call Manager (CUCM) servers and Cisco Internet Protocol (IP) Phones. When the CUCM system is deployed on the Government's Non-Secure Internet Protocol Router Network (NIPRNet) the system will be referred to as Voice over Internet Protocol (VoIP). When the system is deployed on the Government's Secure Internet Protocol Router Network (SIRPNet) the system will be referred to as Voice over Secure Internet Protocol (VoSIP). DRSN, VoIP, and VoSIP shall include all hardware, software/firmware, and/or Original Equipment Manufacturer (OEM) items installed at each site, to include all changes to the systems during the contract period of performance. Provide all personnel, equipment, tools, materials, and supervision to perform maintenance of DRSN, VoIP, and VoSIP. Provide fully qualified personnel with digital telephone switch or similar telecommunications knowledge. On-site technicians to provide scheduled, unscheduled, preventive, and corrective maintenance for each site's requirements. The DRSN equipment will include the Raytheon telephone switch, Raytheon Channel Encryption Units (CEU), and Raytheon Universal Multiplexer (UMUX) / Multi-Function Digital Adapter (MDA) Multiplexers. The VoIP/VoSIP system will include two cisco CUCM servers and Cisco 7931/7962 IP Telephones. Excluded from the requirement are Protected Distribution Systems (PDS), cable systems, or network infrstructure. Operate and perform maintenance on all DRSN equipment in accordance with (IAW) the latest versions of the applicable Raytheon Technical Manuals. Assist the Government with operating and maintenance activities of VoIP and VoSIP equipment. Provide database management of the systems to include subscriber add, moves, and deletes, database modification, backups, report creation, printing, backup, restore, and purging of files. Assist the Government with managing VoIP and VoSIP database at each location to include performing telephone adds, moves, and deletes. Provide Point of Contact 24 hours a day, 5 days a week for one person sites and 24 hours a day, 7 days a week including federal holiday for two persons sites. Facility/Personnel Security Clearance level required: Top Secret facility clearance and Top Secret/Sensitive Compartmented Information (TS/SCI) and Top Secret pearsonnel security clearance. The contract performance period is anticipated to run from 1 January 2013 through 31 December 2013 with a one year option period. Performance will take place at Joint Base Pearl Harbor-Hickam, HI, Yokota AB, Japan, Misawa AB, Japan, and Osan AB, Korea. The RFP and related information may only be downloaded from FedBizOpps.
