- Description
- The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with the Laboratory of Medical Zoology of the University of Massachusetts - Amherst (UMASS), to analyze a total of at least 328 ticks for Borrelia, Anaplasma, and Babesia and prepare a report on the findings of these analyses. Ticks submitted to the contractor for analysis will be from Summer/Fall 2012 sampling (larvae), Spring/Summer 2013 sampling (nymphs) and Summer/Fall 2013 (larvae). The vendor for this contract must be within close proximity to Cape Cod because the specimens to be analyzed must be hand-delivered live to the lab within a few hours of collection from the field. In addition, the selected lab must be capable of analyzing all three pathogens (Babesia, Anaplasma and Borrelia) simultaneously for each tick using tick DNA for quality control and real time PCR for determining all of the specified pathogens. The Laboratory of Medical Zoology of the University of M assachusetts - Amherst (UMASS) is the only laboratory that is within close proximity to Cape Cod and provides all three pathogen analyses. Therefore, EPA believes this is the only vendor capable of providing the data needed by this project. The circumstance permitting is FAR 6.302-1 'Only one responsible source and no other supplies or services will satisfy agency requirements'. The anticipated period of performance is 18 months. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solel y for the purpose of determining whether or not to conduct a competitive procurement.
