- The U.S. Department of Energy (DOE), Office of Inspector General (IG), intends to award a sole source contract to West Publishing Corporation for CLEAR, a commercial timesharing service subscription required for the purpose of eliminating duplication of effort and producing cost savings through volume discounts. West Publishing Corporation is the only company that offers customers the access to public record information. CLEAR provides customers with access to billions of records, offering customers a choice of interface based on customer preference. The DOE is proposing to award a contract that consists of one base year and three option years. The DOE is using exemption to competition 6.302-1(a) (2) (ii), One Responsible source. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes the DOE should not pursue this sole source contract with West Publishing Corporation, they shou ld submit a capability statement and pricing information for the requirement within (7) seven calendar days of publication of this notice. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
