- The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), is modifying the above referenced solicitation which includes a revised statement of work and a revised drawing package with different tolerances than originally specified. This is a full and open (competitive) 100% set aside for small business solicitation, to fabricate and deliver to NSWCDD a Test Stand to support the Mk45 Mod 2 gun. The Test Stand is composed of a series of I-beams and steel plates welded into a structure capable of supporting recoil loads produced by the MK 45 Mod 2 Gun during test firing on the NSWCDD T&E ranges. A completed test stand measures approximately 20-feet wide x 28-feet long x 9-feet tall and weighs approximately 95,000 pounds. The Test Stand design is complete and the solicitation will include a test stand drawing package. Vendor shall fabricate the test stand in accordance with the drawings provided, to include cutting metal parts, welding, etc. A completed Test Stand must be delivered to NSWCDD by vendor no later than 18 weeks after date of award. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. DFAR 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) is applicable to this purchase. The following deviations/changes are presented and accepted on the condition that each pair of C-channels are welded continuously down the length to join the two flanges: Please refer to sheets 6 and 7 of 25: request to change items 44 and 87 from S12 x 50 to a pair of channels C12 x 25. Also, items 83, 84, 85, 86 changed from S10 x 35 to a pair of channels C10 x 20. At sheet 7; replace items 28 and 69 from S15 x 50 to a pair of channels C15 x 33.9 In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). Offerors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at https://www.ccr.gov. A formal solicitation will be issued on 24 August 2012. Closing date for submission of responses shall remain 14 September 2012 @12:00pm (noon).
