Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-12-Q-3679. NUWC Division Newport intends to purchase one each of the following new items: Agilent Network Analyzer, P/N N5225A; Agilent ECal Module, P/N N4693A; Flexible test port cable, P/N 85133F, Special 2.4 mm to 2.4 mm adapter set, P/N 85130G, and 2.4 mm Verification kit, P/N 85057B. Sole make and model is required because Agilent Technologies is the only manufacturer of the N5225A Network Analyzer and required accessories that is approved and supported by the Metrology and Engineering Center in Corona, CA. No substitutes or used parts are allowed. Additonally, per NAVSEA Instruction 4734, acquisition of laboratory calibration standards must meet the guideline of NAVAIR 17-35TR-1/NAVSEA TT700-AA-CAL-010, Technical Requirements for Calibration of Test and Monitoring Systems. The standard must pass the Navy Metcal Program ™s technical and engineering evaluation and be approved by NSWC-Corona as an approved standard for use by Navy calibration laboratories. No other manufacturer except Agilent meets this requirement. This is 100% set-aside for small business. NAICS Code is 334515. Size standard is 500 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Award will be based on lowest proposed price. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply.
